Update a Time And Material rate

PUT 
/billing/api/v1/agreements/:agreementId/components/:componentId/time-and-materials/:timeAndMaterialId

Updates a Time and Materials rate. Only allowed while the parent agreement is in PENDING status; otherwise returns 400. Rate / cost / effective-date changes are auto-snapshotted into Time And Material History.
