Update a Block Hour Overage Rule

/billing/api/v1/agreements/:agreementId/components/:componentId/block-hours/:blockHourId/overage-rules/:ruleId

Updates an overage tier under a Block Hour. Only allowed while the parent agreement is in PENDING status; otherwise returns 400.
