Delete a Block Hour
DELETE/billing/api/v1/agreements/:agreementId/components/:componentId/block-hours/:blockHourId
Deletes a Block Hour and any child overage rules / history snapshots. Only allowed while the parent agreement is in PENDING status; otherwise returns 400.
