Activate an agreement
POST/billing/api/v1/agreements/:id/activate
Transitions a PENDING agreement to ACTIVE and bills its unbilled one-time items: ledger destination posts to the customer ledger; ticket destination requires TicketId in the body (caller pre-creates the ticket).
