Update an agreement component

PUT 
/billing/api/v1/agreements/:agreementId/components/:componentId

Updates the component's fields and reconciles its rule list. Existing rule ids are preserved when the rule's (rule type, customer, service) key is unchanged; removed keys are deleted and new keys are inserted.
