Create an Agreement from an Agreement Template

/billing/api/v1/agreements/from-template/:templateId

Copies an Agreement Template's full hierarchy into the customer tables. Stamps Source_Agreement_Template_ID + Version on the new agreement; per-BlockHour, stamps Source_Overage_Template_ID + Version when the template BlockHour referenced an Overage Template, otherwise copies the template's inline rules.
