Create a Time And Material rate

/billing/api/v1/agreements/:agreementId/components/:componentId/time-and-materials

Creates a Time and Materials rate arrangement under a Time-and-Materials-typed component. Only allowed while the parent agreement is in PENDING status; otherwise returns 400. Returns the new rate id.
