Preview which customer agreements would be touched by Agreement Template propagation
POST/billing/api/v1/configuration/agreements/agreement-templates/:id/propagate/preview
Returns the would-apply / locked-skip split for the supplied Agreement Template. Up-to-date agreements are excluded from both lists.
