Propagate an Agreement Template to its non-locked customer agreements

POST 
/billing/api/v1/configuration/agreements/agreement-templates/:id/propagate/apply

Updates every non-locked customer agreement carrying Source_Agreement_Template_ID = id to match the template's current Version. Snapshots history on rate change; replaces overage rules per BlockHour; stamps the new Version.
