List the Agreement Templates and Customer Agreements linked to an Overage Template

/billing/api/v1/configuration/agreements/overage-templates/:id/agreement-impact

Returns all current references grouped by Agreement Template, including direct or historically unmatched Customer Agreements. This read model is independent of propagation eligibility and version staleness.
