Set External Quote Current

POST 
/billing/api/v1/quotes/:quoteId/external-quote/:externalQuoteId/set-current

Makes the given external quote the quote's current proposal. The previously-current proposal is unflagged, the quote's recorded selections are cleared, and a proposal-locked status is returned to Open.
