Reopen Quote
POST/billing/api/v1/quotes/:quoteId/reopen
Moves a quote that is out for signature or pending approval back to Open, un-flagging its current proposal and clearing recorded selections. No-op if the quote has no live proposal; blocked if it is already complete.
