Clock the current user out and record the time log

POST 
/psac/api/v1/time-clock/clock-out

Closes the caller's open time clock session, or the one named by sessionKey/sessionId, and creates the general time log for it. Returns 409 when the caller is not clocked in or the named session is already closed. Send an Idempotency-Key (UUID) header so a retried request returns the original result.
