Clock the current user in on the time clock

POST 
/psac/api/v1/time-clock/clock-in

Opens a time clock session for the caller, starting now or at the startedAt of a clock-in queued offline. Returns 409 with the open session when the caller is already clocked in. Send an Idempotency-Key (UUID) header so a retried request returns the original session instead of a 409.
