Create or update an outbound mailbox

POST 
/psac/api/v1/message/outbound-mailboxes

Upserts an outbound email mailbox used for sending messages in the system. If an Id is provided and exists, the corresponding outbound mailbox will be updated; otherwise, a new outbound mailbox will be created.
