Full replace of the calling user's 7-day work hours schedule

/psac/api/v1/user/work-hours

Replaces all 7 work-hour rows for the calling user. StartTime and EndTime must be supplied as local wall-clock datetimes (the date component is ignored; only TimeOfDay is stored). Callers are responsible for sending times in the user's local timezone — the server stores and compares values without timezone conversion.
