Update SMS consent for a portal user

PUT 
/psac/api/v1/portal-users/:billingUserId/sms-consent

Sets the SMS opt-in consent for a portal user's mobile number. The user must have a mobile number on file and the account must have SMS provisioned. Consent method is determined by caller: PSA admins use 'In-App (PSA Admin)', portal users use 'In-App (Customer Portal)'.
