Get SMS consent status for a contact

GET 
/psac/api/v1/contacts/:contactId/sms-consent

Retrieves the SMS opt-in consent status for a contact's mobile number. Returns consent state along with availability flags indicating whether the contact has a mobile number and whether SMS is provisioned for the account.
