Get Available Serials For Deploy

GET 
/inventory-management/api/v1/Inventory/serialized/available-for-deploy

Returns a lean list of serials with Status = Available, intended for the deploy-from-ticket serial picker. By design this endpoint carries no permission attribute beyond the inherited [Authorize] check: a user who can work a ticket must be able to pick an available serial to deploy, regardless of whether they also have inventory history / lookup permissions.
