Get payments for bulk export

GET 
/billing/api/v1/bulk-export/payments

Returns a paginated list of payments filtered by received date range (max 1 year). The 'applications' array lists the invoice(s) each payment is applied against and for how much, capturing payments split across multiple invoices or applied partially.
